There is a Counselor for each element, (and each counselor is a different species,) and they are the leading council of this clan. No one counselor is more powerful than another, though there have been some... "incidents" in the past. Each counselor has one to two apparel items that symbolize their leadership and responsibilities; they are allowed to wear anything else with it to express their element.
