My problem is that the effects are not showing at all. I've tried on my computer, and on my phone and it's the same result. It's also the same result whether I'm logged in or not.
It doesn't show any change, and when I open the effect's game database page, it doesn't show me any preview on the right hand side like it normally would. The announcement page's demo examples were just static dragons the whole way down.
I've turned off browser add ons, confirmed that the effect option is turned on in my account, and when I have one put on a dragon, it gives me the Pause option under it as if it's in place.

I suspect other mobile users are having the same issue without knowing it when stating that Flutterby and Sunrise, Moonrise are functional; and I wonder if the mixed reports among mobile users regarding the functionality of Sheen may also be a result of not knowing exactly what it is supposed to look like. It would be super helpful if a detailed description (including the duration of the animation cycle) and / or a gif of each effect were posted so we can compare them to what is displaying on our end and be certain that they are actually functioning as intended.

Browser: Chromium Version 90.0.4430.72 (also very old)
Browser: Firefox 135.0 (64-bit) (up to date version)

You know, you are fully right - I see the exact same effect, that's why I labelled them as "moving" in my report: they flap but do not move on my phone too.

Equipping this effect to a dragon using silhouette scroll causes the effect to use the incorrect lineart & shadows. Easiest to see at the start of the animation loop while the image is brightest.

in the icons for effects, the type indicator boxes have some discrepancies along the bottom edge. very noticeable at a distance that they're not all straight lines.. unsure if this goes here

Follow up to this - as another user suggested, I went into my Windows settings, Ease of Access, and turned Windows Animations on. And lo, the Effects did animate and the buttons did work.
I'd really prefer not to do it that way, because I am not a fan of Windows itself deciding to be flashy and animated, but it does fix the animations on dragon Effects when no amount of tweaking my browser settings could.
Is there any way to have pretty effects on our beloved dragons in-browser without having to let the whole darn operating system show off whatever it wants?

I think it's not just Effects that don't work with Marva's Invisibility Cloak any more!
I went to check the hibernal boy that's my profile pic, and while he's invisible as normal in regular view, he becomes abruptly very visible as soon as I switch to scenic. He doesn't have an Effect on him, but the cloak was working fine before the update.
Has something in the update affected the Invisibility Cloak in general?
