A Nocturne with this accent is magically frozen on the inside, with it showing through in thin membranes and the tips of bony areas, as well as areas where the light hits the underbelly; where the greatest concentration of ice is. The cold escapes through the mouth, nose and eyelids in the form of frost.

Yay, I got around to making a contest accent again. I'd give you a preview, but I'm too lazy to do that right now...Oh and by the way this is called [b]Snowy Ice[/b]. If you look closely, there are faint white dots on this accent on the dragon.
