They can, but it isn't their primary weapon and they aren't that skilled with it. Forestclan uses dagger, swords, staffs, magic(healer) or rely on their pets.
You have to go to Cliffclan for that, they are experts. Unless your character belonged to cliffclan and moved to forestclan for some reason ( i will elaborate on that )

You can, but keep in mind cliffclan is far skilled with it then a forest cat. In a one on one fight cliffclan would have the upper hand. Unless you use trees as your advantage and are a senior warrior.
