Hyacinthian That would be allowed, lots of users have characters based off FR dragons.
You could make a fursuit for your own use if you wanted. If you wanted to sell any physical merchandise involving FR IP you're limited to 5 total items ever.
The character belongs to you, the breed belongs to FR. You should credit FR for the breed design but you can do whatever you want with the character as long as you aren't making a profit from it.
