Whether your dragons gain XP is based off the levels of the enemies and the highest-leveled dragon on your team. It doesn't matter who gets to attack or even if some dragons faint during a turn, if there is even one survivor the whole team gets XP.
But if you have a level 25 on your team, you will only be able to gain XP in the higher leveled venues.
Any venue lower than the Boreal Woods probably won't get you any XP. I would suggest training in Harpy's Roost, the Ghostlight Ruins, or maybe the Mire if your dragon can handle it. Hope this all makes sense!
