In my current party only one dragon has Ambush. But for some reason he isn't going first, instead the dragon with the highest speed goes first and the dragon with ambush no longer gets two attacks at the beginning like he did in the fights where he was the fastest. Is this normal?

The first turn is bugged, so if you have only one Ambush equipped, it gets skipped. If you had 6 ambushes on 3 dragons you'd get five turns.
