Sounds like you did buy them. Have you looked in the specialty section of your hoard? It might take checking different pages in the specialty section depending what items and vistas are there.
The vistas should be in the specialty section as items; clicking a vista item produces a pop up asking to confirm applying the vista to your account, and then, after applying a vista, vistas can be selected for the forums in Account Settings.
