I read a similiar question like this in the help center. I remember one player said that several accounts under one ip address is not an issue and they had a link to the ToS/rules of flight rising. I suggest you read there, it will tell you what rules you need to abide by.

As an extension of this, I would like to play for a few minutes at work on my lunchbreak.
But the whole state goes through the same proxy service. This has caused issues with other PBBG's in the past when anywhere between two and a hew hundred could be on the same proxy IP.

I have smilar issue as Ois... an access to a study (school library) computer(s). And no idea how their ip works... It has already caused me trouble with another site where they thought my account might be hacked so is there something I should do to be on the safe side?

The rule is one account per person. If you and your roommate want to play, that's fine. If you create two accounts for yourself, that's not fine.
