So I seem to be having a great 'business' going on here with fortune telling. I want to make a little shop, but I want it to look nice with a banner and picture of my dragon holding a tarot card.

I want a transparent background with this dragon holding a tarot card.

As for banner, I want a banner that says 'Yield's Fortune Telling'. And a nice divider for my shops paragraphs.

I'd be up to the challenge of drawing your OC with a tarot card, however how much would you be willing to pay for that kinda thing? (treasure)

I was going to ask the artist what they felt was a good price. If I had to set a price I would start off with 500k? My characters design is pretty simple, no clothing, no hair, markings are simple as is the body. (I can offer a full ref for you as well btw)

I also don't want a background and am only adding on a simple card in front/mouth/ect. So I guess counter my offer if you feel it's not enough or too much.
