@Herkermerann How do you mean? Genes can either be applied with scroll items, or inherited from parents who have them. The Encyclopedia in the left sidebar has an article about them! Different genes affect different parts of the body and have different rarities that determine how likely they are to pass on to offspring.

if I buy a gene and put it in a dragon, does it change that dragon or just it's offspring?

@Herkermerann It affects your dragon directly not just the hatchlings. Genes have also different rarities (guide). For example if you're going to breed dragons with Facet and Daub you'll get a change of 1/99 for hatchlings with Facet.
