Oh COME ON. I read them all again earlier and now it's doing it AGAIN even after I logged out and logged in ! Could it have been that I cleared my cookies/cache? Am I going to have to do this every time I clear my browser history?! :/

Same happened to me (using Firefox). I have the tutorials popping up randomly and then, like Larthan, after I cleared everything, I had to read them again.

Well this is inconvenient. I don't remember clicking on a question mark, but I'm getting these obstructive popups everywhere I go. It would be nice if I could just click outside the box and it would go away. Instead I need to scroll the window to find the correct button. Well I'm glad it's a known issue and hopefully it's not going to be a persistent issue. :)
