On ibis, when in the Resize Image menu, you can change the 'Reduce Method,' which will change what algorithm the program uses to scale down your art. I don't use ibis too frequently anymore so I'm not super sure which one is best- I recommend trying them out one at a time until one looks good (remember to duplicate your canvas first so you have a backup of the full-size version)!

In addition, after resizing, you can use the filter "Unsharp Mask" (it should be in the Blur section, ironically) to sharpen the image! Unsharp Mask increases the contrast on the edges of your artwork, making it less fuzzy- be careful not to turn it up [i]too[/i] high, because then it'll cause it to be too sharp and look weirdly crunchy.
Inevitably, because the final size is less than half of the original 750 pixels, many details will be lost; this should help make the image look cleaner though!
