Through Self Service, accessible from Support down on the left menu, you can unexalt any regular dragon you've exalted in the past two weeks. It will cost a treasure fee roughly equal to their exalt payout. Progenitors can be recalled whenever you want if exalted, once every 3 days but there's no 2 week limit.
Dragon Search can be filtered by # of digits in the ID number, but you can't search an individual ID. But from any dragon's individual page, you can replace the ID number with the desired ID number and get that dragon's page. @raynietheelf

Under the Library section, you can go to the Support page. Dragon Restoration is one of the options under Self-Service. You're progenitor dragons can be exalted and brought back and unlimited number of times, but other dragons can only be brought back if they were exalted within the last 2 weeks, and you can only bring back 1 dragon every 90 days.
As for searching by ID, you can't technically do that with any site feature, but dragon url's are universal now, so you could edit the url for any dragon to find them if you know the ID#. Unless you meant user ID, in which case, you cannot.
