No, simply editing a post and submitting it again will not re-ping anyone already mentioned in the post. You can even add another ping to the same person, multiple times, but if you've already pinged them, they won't receive another notification.
The only way to ping someone more than once with the same post is to remove all their pings, save the post, then edit it again with a new ping to the same person. For example, you should have two pings from this post once I've edited it twice!
