Aquatic It comes from the term cannon fodder. It's basically a dragon that is going to be exalted, especially ones bred or sold for that purpose.

"Fodder dragons" means a dragon that is sold to be exalted. "Fodder price" refers to the lowest price for dragons on the Auction House, meaning they are the most likely to be bought strictly to be exalted.
