1. Bumping outside of sales forums isn't allowed!
2. What exactly are you asking? There's a few ways to interpret how you worded this.

If you're asking how to make an actual image; same way as you make any image! You can make one by yourself in any image program, keeping in mind that the maximum image size that will fit is 100 pixels tall and 500 pixels wide.
If you aren't proud of your art skills, you can check out Art Sales to commission one from an artist! If you'd just like something free, cute, and simple to fill the space, you can also check out Adoptables and Creative Corner and look for free signature art. Be sure to link/credit the original artist in your signature!

This pops up a little window to edit your forum signature. See the BBCode Guide if you don't know how to post images in the forums.

What if, for instance, the image you'd like to be your signature is saved to your computer as image- and on your computer alone. How would you view the url in order to insert it into the BB code?

It is usually recommended that you create your own board in the help forum instead of using an old board like this.

As for your question, you have to upload the picture to an image hosting site. Imgur is a popular one, tinypic or even devianart. Fr will not upload pictures for you.
