12 are in the treasure Marketplace! 6 of those can also be found by Digging in the related region (this week, in Fire) for your daily gathering turns, or by getting them as a rare drop from coliseum monsters. The last 2 skins can be brewed at Baldwin at level 3 alchemy.
You can only get them during the festival. After that, they're gone forever, except they remain very rare drops from Joxar's Spare Inventory. You'd have to buy them from other users otherwise.

@Cynderfire skins from the current festival can be obtained by brewing at Baldwin's, digging, fighting in the coli, or simply bought from the marketplace. Skins from past festivals can be bought on the auction house, and if they're from June 2016- May 2017 they have a rare chance of dropping from joxar's chest.
