Pretty much. "Fodder price," or the "fodder floor" refers to the lowest Treasure price for an adult dragon on the Auction House, and therefore the likeliest price that a dragon will be bought, trained, and exalted for a profit. It isn't a set number, but it's almost always somewhere under 10,000 Treasure.
