I managed to buy a WC scroll before they went out of stock, but now i'm having trouble as of what to do with it. Should I use it sometime, or should I save it up just encase I decide to sell it when it's price goes up?

That is something that's entirely up to you. Some people buy the scrolls for the purpose of vaulting them to sell later, and others want them to change one of their dragons (usually a progen).
Personally, I would vault it until the price has risen and sell.
That's just me though; other people may have different opinions.
