Like, really easy, For Flight Rising all you really have to do is pick of your dragons in your dragon layer and bam, Oc right there~

You can either take a dragon you already have and develop their character/backstory or you can try to breed/buy a dragon with particular traits that fit a character you've already made.
You can use the scrying workshop to pinpoint exactly what you want your oc to look like

@TheEeveeGamer It can help to start with a couple of traits you want your dragon to have. Are they courageous? Brave? Intelligent? good with words? Are they clumsy? Do they talk too fast? Are they easily excited? Do they like to hoard things? What's their sense of humor like?
Try to pick a few good and bad traits, since no person or character is perfect. Just think about them and how they might react to various situations, what job they might do, what their hobbies are. Then you'll have your OC started.
