It's a Digimon/Monster Rancher style anime, but replace all the monsters with Dragons.
As for your recommendations, I didn't like either of those or Leviathan because I'm toxicly allergic to anime who's female characters are walking fetish dolls.

Dragonaut: The Resonance is a pretty good anime... science fiction-y and cute at times
Dragon Half is a fun little anime from the 90s that doesn't take itself too seriously. At all. It's pretty adorable and only two episodes long! The main character Mink is, funnily enough, the hybrid between a dragon (all of them in this universe can shift to humans) and an errant knight who kind of failed at his mission to kill said dragon. Mink wants to acquire a potion that will turn her into a full human, so her crush can love her back, seeing as he's also a dragonslayer, like her father used to be, and hates anything to do with dragons. It plays with a lot of fantasy tropes and has a lot of laugh-out-loud moments. I recommend it!

rubyrouge Having read the manga myself, I can definitely recommend it! The style is cute, the characters are hilarious, and the story is great! Definitely a must read, especially if you liked the anime. ;3
