The drop rate seems fine to me. I've been in the sandswept delta for ~2 hours over the past couple of days and have gotten 3 chests and plenty of tablets

Which coliseum venue are you in? I keep hopping between the Sanswept Delta, Arena, and Crystal Pools but nothing.
