This is Hosava, a member of Hoarfrost Facility Seeker Team Delta 3. She was actually hatched a Tundra, but when she visited the Southern Ice Fields to follow someone's advice and "get in touch with her roots," well... this wasn't exactly what she had in mind. She can actually switch between her Gaoler and Tundra forms, but she's only recently starting to get that under control. Because of that ability, however, she acts as the "diplomat" of the team, presenting a friendlier face to civilians that can usually get information more easily.
