if you want to make a PokeOC, i would start with choosing a region or game that you'd like them to originate/have their adventure in. my PokeOC basically replaces the Legend: Arceus' MC, so their storyline is practically the same, but coming up with your pokeOC's story can help you with their personality, and how they change over the course of their story.
thinking of what pokemon typing they'd like most as well as what pokemon team they'd have can help with what design they'd have based on what vibes you want them to give off. have fun with them, and create reasons behind the aspects of their design that you want to give them :D.
