The Victory Chain function isn't activating for my dragons in the Coliseum. I've been doing a few battles, and it hasn't shown up at all.

Based on the background it looks like you were fighting in the training fields, if I'm correct? Your dragons are level five, so they will no longer receive the Victory Chain bonus in that area. Victory Chain bonuses only apply when you are battling in an area that matches your dragons level. So it's not a bug, just a game mechanic.
