You would probably be better off checking with leveling services for that price. Most folks who pre-level dragons don't do them unstoned and the stones are currently costing about 300KT. This is especially true during the current festival since most of the places where one can do the higher levels rapidly are much harder than usual. Also, I'm not sure about others doing leveling but I and the friends who also do it have been hit hard with requests for leveled dragons this past couple of weeks so are I suspect that there are very few out there who would be desperate enough to give dragons away at a loss just to get lair space.
