I'm going to second everyone who thinks the addition of a proper report button should be treated as a necessary update to quality of life, and not any sort of special part of an event.
Also seconding that with open reg, there is literally *no reason* we should not already have a way to disable user page comments and make friend requests require approval, at the very least. More streamlined reporting and the ability to manually remove them doesn't take steps to prevent harassment in the first place, but these very basic security features would.
