Osmosis: The process of gradual or unconcious assimilation of ideas, knowledge, etc. That is the essence of what this creature does. It brings a semi-corporeal cloud wherever it goes, and anything that gets caught inside it gets gradually absorbed. Two, become one.

For dragons, this process happens in three steps: First, their magic and connection to their element is absorbed, then their memories, and finally their bodies. Non-fully digested victims turn ghost-like and cannot be seen or touched through ordinary means, nor can they leave the perimeter of the city after the fact.

There have been a few (probably illegal) tests done of this, that's how we know. Don't tell anyone.
