Bio theme is bells and whistles (literally).

Permanent Familiar: Serpenta

He lives in a room next to the ringing room, where he sketches out plans for whistles and practices with his carillon. The full ring is rung to signify shift changes, while the tenor bell is rung at midday and midnight. A special alarm pattern is rung during emergencies and the treble bell is used to call together meetings.

There is a full compliment of 14 bells, requiring 7 dragons to ring them. Zhibel is the only one with the keys to the bell room, and he picks and trains the other 6 ringers.
