Birth is for the living, to claim said action to the Altar would be akin to pulling the metaphorical strings of it's nonexistant heart. Sadness comes to mind. The Altar is no living thing but the lingering memory of those who truly lived before it and they are what made it real and tangible and more...

From under rubble, decay and loss it rose. On one first day it stumbled.

The second day it knew how to string around the many limbs attached to it's mass, claws and talons carrying it with a love, like a mother would to a hatchling, like a memory.

A blessed third day gave it rain to grief with tears from eyes of the lost and wails from throats of the missed, it called to anything Beyond for purpose, it called for kin surviving. And there was kin! Bonds beyond the old home, bonds that would make it us whole again...

Then go, Someone answered, like a command from a leader, like an hymn heralding a new dawn, Ascended through sacrifice. Search Glory in Remembrance and Legacy, Claim your domain...

Bolstered by the words it woke on a foggy fourth day, to search.

The Altar is a benign God among it's ranks. Its form bears the coagulated memories of an old clan fallen to an unjust hecatomb that left the culprit cursed and it's victims melded into a new form of wings, limbs, heads and tails ensnared in marigold and incense not different from what was used to honor the passed.

Although it appears intimidating or eerie by it's size and chimerical form, it doesn't seek violence; instead calling in voices burrowed or sometimes passively trailing it's words with old memories it can pull from individuals to appease and empathize, offering favor to those willing to further it's search of kin -the ones gone before the tragedy- or in exchange of companionship. As, it's always best to travel together.

Although wise on the way Gods can be, it seldom is prone to make mistakes or have lapses in judgement. Many voices at once can do that to one's decision making.

Other

Although perfectly capable of moving between spiritual and physical realms it tends to stick lingering in the inbetween as it's more comfortable to it.
They have domain over the death forgotten and the holding memory of their actions in life, although focused in searching their kin, the Altar is blind to those that fall under it's wings and as long as they decided to linger alonside them, they are welcome (should they decide to move on and let themselves be forgotten, it will respect that).
As part of their faulty deal, Fass serves as a vessel that allows the Altar a more pleasant appeareance to its followers, one they can directly address without reservations; however with the downside of limiting it's own power in order to keep the vessel alive, it creates "blind spots" that more cunning dragons are likely to exploit.
Is it's own being deep inside and follows it's own inherent directive. The voices and limbs and everything from the old home can and will assume control should they deem the Altar unfit and intervene. But only the Altar has the final word on who or whom it grants it's blessing and curses.
It has trouble vocalizing it's intentions to other powerful beings that have come across their way, which has led to... some accidents before. Thankfully their operation has gone smoothly since Ambrosia came aboard. Even if her help is more on the organizing side, it helps to focus.
The desire of closeness has got to have come from somewhere...
