The Dustcarve Dig had already revealed a past world the present knew nothing of - and when Arlo started his own dig, he must have known the same thing might come about once more. Ancient creatures, possible relatives of modern dragons - some even mysteriously alive, held in stasis... it was a miracle, of a kind, and no one really knew to which god they should attribute it to. But still - it wasn't a mysterious settlement, as the Dustcarve Dig had found.

No, that wasn't until the second Digsite.

There are some who theories that raptorik and aviar and corven are all cousins of harpies. After all, they're all aviod sophonts, clearly come from some shared origin. Well, whether or not that is the case - that's still a mystery. But no one can doubt the somehow-still thriving canyon Arlo's second site had broken through to, harpies older, fiercer, stronger and more independent than any the modern clans have ever encountered.

But that was not all, was it? The digsite was vast, had to be to house the ancient rocs which flew so freely - there were offshoots and side-passages, hidden areas the harpies had not yet claimed.

So Zenobia did.

Not as a conquering, to be clear. The space she chose was uninhabited and showed no sign of habitation, not even of recent tending or exploration. There were no hidden caches of food - very nearly nothing even growing. It was clear why it had remained untouched.

But Zenobia was a dragon born of nature who thrived in earth - she knew, as soon as she set her claws down on the dust of the canyon, as soon as she let her pearl roll down the dried-up stream-bed... she could make something of this.

She spoke to the nearest harpy clans. Asked if the space was claimed, would be claimed, had been claimed, and all denied it. She asked if she could claim it and, after some discussion and debate, was sent two harpies to keep watch on the permitted growing settlement. One neutral observer, an exploring young prince from a modern clan, to give advice, and one of the neighbouring tribes, a retired warrior, a skilled craftsperson, one who knew osseomancy better than most.

Aello threw the bones, and declared that, for the time being, Zenobia had her blessing. With Auster's aid, the settlement climbed up the canyon walls.

And Zenobia's city became.

Zenobia is a driven dragon and one who always pushes to be and become more. Holding herself to exactingly high standards, she expects at least competency from those she works with, which can make her intimidating to those still learning their roles. Despite this, she's not unreasonable: those who're learning she'll give second chances to, and she respects those with the courage and strength to stand up for their convictions.

She's also not above completely discarding those she considers disrespectful or actively damaging to her goals: when certain dragons interested in moving to her enclave made derogatory remarks towards the harpies, they were removed from the settlement so thoroughly befuddled by draconic, harpy and pearl cerdae magic that they would never find their way back.

Despite all of this, Zenobia cares deeply - indeed, that's why she pushes herself so hard. Her relationship with Udaina was a slowly forming thing, but is built on a bedrock as solid as that of her settlement.

After all, Zenobia believes firmly in starting from that same basis of security.

Udaina is more different to Zenobia than most expect, fully capable of being fierce but generally far more laid back; it is in Udaina's hands that Zenobia leaves a good portion of city leadership itself, including the maintaining of laws and the teaching of all students. After all, where Zenobia's strength comes from flourishing growth, Udaina's comes from the capacity of the windtossed to flourish anywhere.

A long trusted friend long before the founding of the city, there's no one Zenobia and Udaina would have trusted to manage the city alongside them. While Zenobia and Udaina decide large portions of the city's day-to-day function, it's thanks to the information Zephyr compiles that they're able to do so.

Zenobia may be born of nature but even she knows that nature cannot flourish without water - and as though to prove the fact, after her efforts restarted the river that now runs through the canyon of the city, Shedua arrived, a pearl cerdae that even more than most requires water to thrive, and has further helped with the revitalisation projects - as well as guarding the city boundaries.

Windcarve Fugitive Auster | Primary Advisor | He/They

Selected as a compromise by the local harpy clans and Zenobia's own, Auster left the clan of his birth to explore and learn by his own pleasure. Considered without bias towards any of the ancient clans, due to his modern nature and lack of allegiance, but also without bias towards Zenobia, the dragon, he has taken the role of political advisor when it comes to interactions with the local harpy clans.

Bonecarver Ancient Aello | Bodyguard & Ambassador | She/Her

Bodyguard to Zenobia, Aello is a separate matter. Sent after much discussion by several clans, Aello was once a warrior who eventually retired and became a craftswoman - but her craft is bones and she's always had a magic to her. Aello practices osseomancy - divination by throwing the bones - and uses that to divine her purpose and help Zenobia mediate between her clan and the local harpy groups.
