Troy joined the 3rd Street Saints under false pretenses.

He was an undercover cop, charged with keeping a good pulse on what was going on with the gangs in the city.

However, it wasn't easy.

Troy had to do a lot of things to not only gain access, but to gain loyalty and at the end of the day, it seemed he was more Saint than Police officer.

When the gang seemed to fall to pieces, Troy got out alive and used his new appointed powers as the Chief of Police to not only keep his former friend on life support, but to see to it Johnny Gat stayed alive in prison.

Now under the political thumb of not only the mayor's office, but the Ultor Corporation, Troy can only do so much to help his former friends (or denounce them) as they cut a bloody purple swath across Stilwater, trying to claim it back for 3rd Street.
