Kel Brackett is the head of the Emergency Department at Rampart General. He can come across as a gruff, grumpy sort, but he's got his softened edges. Initially, he was against the paramedic program, but eventually came around, and is now one of their biggest supporters.

Kel is an Ascended Dragon, and he keeps that fact close to his chest. As a Life Dragon, he can see the life forces of living beings and manipulate it to a degree. It doesn't save everyone, but it does help in some cases.
