Outlier's Declamation
Somewhere between nowhere and everywhere is where some unfortunate dead are sent through unknown means for unknown reasons by an unknown entity. Or so it is thought. There is no central landscape as different geographies seem to bleed into one another and sporadically move from place to place. Where a forest once stood could be a mountain the next time it is traveled to, making it impossible to map out. No dragon made structures seem to survive once left behind. Wildlife is absent and water stands still, there is no wind, no rain, no snow. Inhabitants feel no hunger, no exhaustion.

Illuminated Scrawl
The only lasting marks dragonkind has made on this place is the glowing clawed scribbling left randomly in the changing landscape. It is encountered from time to time by it's denizens and took a lengthy amount of time to piece together, but it tells the theories of this place's first denizen, an unknown female of indeterminate species that has been named Treatise by the Omnivisphir.

No matter how much time has passed the light never seems to fade. No new text has been written, or at the very least hasn't been found, and the text has not been able to be replicated.

Forced Perception Shift

Treatise speculated that a certain phrase or sequence of words twists the world view or understanding of those who read it. In her scrawls she recounted an investigation into a crypt thought to be an urban legend and the tome she discovered inside. Her memory of the event was hazy, but she remembered with startling clarity the cold fear she felt while reading, but her inability to stop, and how the world seemed to slowly become confusing and disorientating to her afterwards.

The only known connection between all members of the Omnivisphir and Ansolacephir is that they all died within a few years of reading text, in one form or another, that sparked terror and caused severe perplexity.

The Scattering Effect
One of the first things one will notice when arriving at Outlier's Declamation is that elemental magic is far, far weaker than it was before, dubbed the scattering effect. According to Treatise it is likely that the connection to the gods is near nonexistent in this place.

Planes Travel
For a short time it is possible to leave Outlier's Declamation through sheer force of mental will. With enough practice one can use their mind to push themself back into Sorneith for a week or so depending on their fortitude. While there it is as if normal bodily functions resume, like hunger, thirst, and need for sleep.

However, this ability to enjoy life again comes at a cost. Once their mental fortitude runs thin they begin to deteriorate. They become weaker each day, sicker, their mind clouded with terror they will not remember, and eventually they 'die' once again, their body fading from Sorneith as though they were never there to begin with.

It is well known among the denizens that any attempts to explain their situation or share knowledge of Outlier's Declamation to residents of Sorneith results in severe and permanent amnesia, causing them to even forget the individual who spoke it to them.

Omnivisphir

The Omnivisphir have taken the initiative with their situation, they strive to become living encyclopedias of all information relating to Outlier's Declamation, what they and the Ansolacephir are, all theories and information about the cursed text, and all current and past residents of their current 'home'. They are more than quick to share information and theories between each other and do their best to test any possible ways of escape.

To combat the numbing madness the lack of external sounds and sensations causes, and the loneliness brought on by the sporadic bumping into each other in the constantly changing landscape, Omnivisphir often travel in pairs or trios. This has the added benefit of making the aftereffects of traveling to Sorneith easier to tolerate, as they are not alone in their suffering.

Ansolacephir

Those in the Ansolacephir category are the complete opposite of the Omnivisphir. They have completely given in to their fate and don't particularly care to obsessively remember everything they see or hear. They have been overtaken by a sort of passiveness in their suffering and a bitterness in their thoughts and actions. It is unknown to even themselves if this was how they were in life or if this is some sort of corruption brought on by the curse that grips them.

If a denizen of this place is alone they are either new or Ansolacephir. Most of the time this is due to the fact that they can rarely tolerate the company of others for long, but this isn't always the case.
