A Very dual-natured entity

Personality

Rusalka is a very seductive entity, not only in his looks, but in his mannerisms and way of speaking, it is nearly impossible to not fall for his charms
He's rather obstinate and will often refuse to change his opinion of a being after he's made it. You'd have to really do something extreme to get him to change his thoughts.
*]Rusalka has a fascination for wood, particularly that of birch or willow since it is so rare in the southern Ice Fields he calls home. He's a bit selfish so if you bribe him with this wood he or trinkets made of it, he'll allow you to pass as you please.
He has a fondness for very handsome male dragons, he is more likely to let them pass for reasons unknown.

History
Legend tells of a beautiful skydancer that can be seen in the rivers flowing throughout the Tundra. You will come upon him, long flowing mane, shiny scales and wings dripping with water. He is beautiful and alluring but something feels a bit off about him. In the back of one's mind, they can feel something prickly and just undoubtedly wrong about the creature. His voice is too intelligent, too clear, and all knowing. He will speak to you, sweet words, sickeningly sweet like honey.

If you get too close either one of two things will happen. One is he will devour you whole. Simply pull you into the freezing depths, drown you and make you his next victim. The other is he will bestow upon you a special gift, a boon of fertility. He will sing to you a sweet song of old, perhaps care for your frigid form and send you on your way. There is an equal chance of either happening and he is not calculating in which fate he decides for travelers. He simply has a duality to him and one can never be certain if they will find the beast of the river or the boon of the river.

Trivia

Good old boy that I bought as fodder.
Rusalka(his namesake and lore) are from slavic/russian lore and in the pagan days were said to be good for fertility but later on were said to be viscous spirits.
Picked his familiar solely on how his colors match.
