There is quite a story behind her. She is an old legend nowadays in my clan, and as she is memorialized in stone, dragons residing in my clan will go visit her after a recent death. It's a ritual similar to how one would visit a grave in real life. It's a sort of spiritual consolation for the bereaved.
As for her apparel, the bleak birdskull is a symbol in my clan, usually given to and worn by dragons in mourning. In simplest terms it's a symbol of death, to make aware that such a thing has occurred. The ribbons, a bright contrast to her grayscale coloring, are sort of to represent that death is not necessarily evil or so to say, bleak. It is still just as vivid and essential as life. They are also there simply to pay respects.
