The king's memories did not tell him the whole truth. Yes, he was a gifted sorcerer, and yes, he'd cast the spell to bring new citizens into his grasp. But the queen had cast her own spells, too.
First, when she realized how easy it would be for Cyperus to become power hungry, she influenced who could be attracted by his call for the founders. She made it so only the dragons who would never let anyone walk all over them would come. She hoped that it would be enough to keep his ego in check, but when that failed, she altered another one of his spells.
When he called for the lost, she made sure that the ones who came would be the opposite of the Plaguebringer's ideal servant. The selfish and stubborn, or, perhaps, the kind-hearted healers (Patches was definitely an incredible healer, but she was also a strong believer in "tough-love").
But the queen knew that suspicions would arise, so she cast a third, and final spell. No one, not the king or the other founders would know of her magic. They would go about their lives thinking she'd never had magic, and she would go about her life never using it in the open.
Perhaps, if she knew that the king could be trusted, she would reveal it again. But that was a long time away.
