Originally hailing from the Pantheon-in-Exile deep within the Viridian Labryinth, he and his sister were brought up under Padomey's influence, so the Shade that inhabits their bodies... is.. -while still far from benevolent in nature- considerably more co-habitable and manageable around normal dragons, only acting up out of idle curiosity and mischievousness than any true malevolence. For now. But even so, they cannot remain with their birth clan any longer, for despite their Shade-touched nature, they are still Imperials- with all the customary dangers that come with them.
One Emperor, even a benign and intelligent one like Jun, is more than enough for the Pantheon, and so he and his sister have been sent out to allied Clans.

Notes; obsidian stripes and underbelly are Shade infection/manifestations?? The Shade inhabiting a dragon will sometimes show up as markings, and move around on their bodies in a reactionary manner. (signalling whenever there's other Shade-touched around or the host dragon is in danger, or just for the sake of enhancing strength or abilities.) In this kids case, the Shade in his wings makes him a superior flyer maybe, and shade on his underbelly moves around, occasionally solidifying like armor plating or smth??
