Hush has been here a long time. She's been dead longer than the area has been Light-influenced, and she's been living here since before these dwellings - now ruins - were even built. Somewhere along the way, she lost her voice. Some say it's because she's seen and heard too much for one dragon to bear, and some say it's to prevent her from saying anything that might be useful to the living.
It's uncertain whether she's prevented from doing anything to influence events as well, because she usually doesn't lift a claw. She's dead already, so nothing really affects her; she's just there to watch and to listen. Occasionally she gathers the strength, hoarded over generations of silence, to say a handful of words. None of them have been very important.
