Fights everything that moves.
Caesar blunders his way through the world, not caring much about social conventions or norms. He's what you called "tactless" (and rude, and blunt), and he never really gets the subtlety and flair of the dragons belonging to the Tangled Wood. He dislikes mind games, and if you heard someone yelling wantonly in the Woods because somebody tricked them, it's probably him. He's loud (with an appropriate physical size and a booming, no-indoor-voice) and he doesn't care. Most called him obnoxious, but he never really listened to them.
Because of this devil may care attitude, he got into trouble, plenty of them, and he "makes enemies wherever he goes" (in the words of Tessarion). But Caesar simply thinks of it as this: if it can be solved with a fight, then it can be solved with a fight.
His closest relationship in the clan is with Moondancer, his sister in everything but blood. Despite their radically different temperaments, they got along like a house on fire (not literally), and she's probably the only one in the world who can calm him down whenever he's starting fights. She's also the only one he'd allowed to make him flower crowns (if you make fun of it, you die). Morghul is also somewhat of a companion (and sometime mate), and the three are practically inseparable.
