Welcome to the Hurricane Steppes, a city on the side of a cliff nearby the Gale Sanctum. All breeds and flights are more than welcome to move in and start their own life here, without fear of discrimination or death. Just... be careful of the darker side of the city, one that grows more powerful each day. Whispers spread rumors of traitors in the clan, that the leader's right hand is plotting against her. What you make of it is up to you, and it is up to you to choose which side you're on - fair or cruel. Or, you can just be a random citizen living about their life. That works just as well.

For the sake of both lore and ease of drawing, all residents of this clan can shift between their natural draconic form and a more humanoid form. Dragon features can either stay or go, all depending on the dragon themself, and some go fully human, or stay completely dragon. It's normal here. I can't draw dragons. Help.
