The Kingdom of Endurhart is ruled no longer by kings and queens, but a strong, central council known as the Council of Champions. Each level 25 dragon has a permanent seat in the Council, and those in training are known as Remedial Chairs and hold little sway. They are there to learn.
Each dragon has (or is in the process of) getting a role. There is everything from candy makers, girls in a harem, to trained warriors so powerful and "evil" that they are cast out to be known as Savage. There are few so strong and so deadly.

Many of these dragons have been here since the move of Ice to Wind, and are more satisfied being Windblown than Frozen each night. If anything, the Kingdom seems to thrive more here surrounded by bamboo and wind chimes than snow and gale-force, frigid winds.

Upon certain conditions, a dragon could be marked as no longer suitable to the Kingdom. It was built on strength and would prefer to remain that way. Once deemed unsuitable, the dragon in question meets with the council and their fate is decided. Then they are either sent out and travel elsewhere or stay and be given to the Windsinger.
(AN: if your dragon is bought at fodder price, it is more than likely going to be exalted.)

Oh, a Tundra? She was a Guardian when I got her, changed her to a Pearl, it's... actually really comforting to know she's been in so many lairs after this long and nobody's exalted her yet. I'm glad she's getting the love she deserves.
