The Clan Leaders--Spymasters, Merchant Royalty, Warlocks and Artisans who serve the Queen--and the imperial who whispers in her ear. The Council convenes weekly to discuss matters of territory and state, to recieve guests and emissaries and for clan members to bring forward matters they believe need attention.
The Rainbow Council are powerful, with spies scattered across Sornieth. Their relationship with the nearby beastclans is cordial, if not somewhat strained when it comes to the harpy clans.
They are housed all over the territory, with Historia and Joker as the exceptions, settled at the top of the clanhome's main spire, with views that span almost across the whole territory in good weather.

[sub]The Skyguard are the Elite of the Elite in terms of combat; a small unit dedicated to the arts of war and so doggedly loyal as to appear fanatical. They do not simply practice martial arts and bladeplay, but subterfuge, interrogation, instigation and intimidation.
They are beautiful to look at, all gleaming platinum and alabaster, their silks sewn with tiny daggers, but feared as much as they are admired.
Training and admission into the Skyguard requires not only physical, but magical and mental prowess alongside a devoted loyalty to the clan, candidates having to complete a series of written and physical tests, including mummeries that are usually sprung on the candidates without warning to test their reflexes and speed of thought. [sub] Collectively acting as the clan's enforcers and informants, both internal and external, the House's reach is wide and tends towards the subtle. Mostly, the House answers to the imperial Joker, funnelling information, fulfilling contracts or acquiring certain "speciality goods" for the clan on his word. Requests made to the House of Silks, carefully placed rumours say, can only be made via a small and exacting ritual to signal to any agents within sensing distance (the details of which vary depending on which dragon started the rumour), and the presentation upfront of a sum equal to the task upon contracting them.
The agents of the The House are a tight group of specialists, working under Joker's clever claws, ranging from nightblades and berserkers to herbalists (both healing and hurting are lucrative), performers (want to embarass a political rival? why not hire a scandalous lover or faceless troupe of performers!) and information peddlers (not always reliable).

"Joker"'s origins are unknown--it appears he simply arrived one sunny day, during the large-scale exodus to the Windsinger's side that took almost the entire clan from their homes and to the sky: parents carrying hatchlings, youngers supporting elders, deaf and blind to anything but the enticing Windsong.
It was only a day or two before Historia, with this odd new imperial's snout to her ear, took the reigns of the clan and proclaimed leadership. Those who opposed her at first seemed to change their views...quickly.
Joker only laughed, the easy sound rattling his fellows bone-deep, when this was brought up.
He has a soft-spot for hatchlings, and can often be found resting in the nesting chambers, allowing the youngers to crawl into his magnificent and well groomed fluffy pink mane and wings as he naps.
