They're from the Lightning Flight, why would they need wings when they can just build an electrical contraption, akin to a jetpack, to strap on their backs if they need to get above ground level for efficiency?
I know they are only like 1900s in terms of advanced progress but there's also magic in Sornieth so yeeh, who's to say some spiky fellas werent all "you know what? we can't expect the surface dwellers to fix this properly so we'll solve this by ourselves" x)
