Periwinkle's least-loved creation, Homunculus--a stitched-together construct animated by residual Shade energy from the fallen meteorite--was abandoned by their creator not long after attaining sentience. The tiny draconoid was originally made to supplement Seaglass's servitude, meant to be agile and flexible where Seaglass was hulking and clumsy. Periwinkle's mistake was in assuming that any creature made of harnessed Shade would be one to follow orders.

Don't let the appearance fool you--Chillane is an icy boi. His first magical ability is already detailed in his lore--his body temperature is significantly lower than his peers. He has to wear a specially-made exoskeleton to keep himself at a normal temperature and keep himself from freezing to death. Not much of an ability!
I'll be nicer with his second one. Maybe he needs less food and/or water in order to survive? My rationale for making this an ice ability is that it's akin to animals putting themself into hibernation. I don't know. Actually, let's cut out the middle man here and just say he can go into hibernation on cue. Handy for skipping past difficult times.
