Permanent dragons are resident in two different sister cities (noted in the left bio column):
Zohran, in Light territory, is an ancient ruin that sprawls along the seacoast and the edge of the Hewn City. Nearby dens of Shade and potent magics once stymied all efforts to establish a permanent settlement. There was little value in such barren, haunted land. Late Lights Company, at the time a disreputable band of free mercenaries with few choices of bivouac, first settled in the ruins out of necessity.
In time, the company became the principal defenders of the territory and managed to carve out an area of safety in the old walls farthest from the Hewn City. Establishing a base of operations meant shoring up defenses and flying regular patrols, while acquiring supplies meant dredging and reopening the old port. Once this was done, traders and merchants from a variety of flights began to arrive and settle alongside their defenders -- much to the overall surprise and consternation of the leadership.
Zohran was reborn as a city in truth, while Late Lights transformed into a professional class of fighters and mages whose first loyalty was to home, family, and knowledge rather than coin. Both the near-mythical Shadeguard and a unique subspecies of dragon known as Lightgems are now prominent residents.
Ras, in Fire territory, is an established trading port in its own right. While not so ancient as Zohran, it has the distinction of being continuously inhabited by the Runewardens, a group of smiths and mages uniquely talented in their ability to meld magic and steel. Ras is further home to a famous library known as much for its collection of artifacts and smithcraft as for its books.
Zohran's Late Lights Company has long been a valued purchaser of arms and materials from Ras, which has in turn profited from the growth and stability of its northern trading partner.
