Does it have to be drawn digitally?
What do you plan on doing with the finished character?
What exactly are you judging all this on? I saw your list of mandatory things, and is it just that, or are you also judging skill/technique?

No, it doesn't matter as long as the reference is very clear.

I intend to use this Character for Art, Roleplaying & Stories c:

Judging this on creativity of the artist, passion in the drawing and style.

I do not judge on skill, anyone is welcome to give it a try ^^
