If I level up my dragons before existing them is there a higher chance of increasing the dominance board or treasure recieved?

it's (mostly) a flat increase rather then a chance but yes, that's why most exalters level to 5 or 6 before sending dragons off - for dom ranking purposes the dragons are counted by level rather then by dragon, so 1 level 10 will be equal to 2 level 5s or 10 level 1s and then the range of treasure payouts do increase for each level

I would also like to note that besides exalting a leveled dragon yourself, you can instead send it off to a flight that is actively pushing for dominance this week; usually the price offered for dragons is slightly above the average payout you'd get from exalting yourself. For example, the average exalt payout for a level 6 dragon is around 9kT or so but if you were to sell the dragon to light--which is currently pushing--you would get 10kT (raffle) or 10.5kT (public buy). You can keep track of which flight is currently pushing using the Dom Watch pinglist.
