You can totally use GASP for reselling skins you didn't make yourself, it's very common to do so ^^ When you make a pinglist on our [url=https://duosora.github.io/dgaspv4/]website[/url], you can select 'Reselling' for the drop-down on each skin that asks if you're the artist/commissioner or reselling. Just make sure the skins you're pinging for follow GASP's reselling rule:
